Beginning in April, a phone line, website and text messages throughout Russia aimed at encouraging people to report the "suspicious" activities of anyone who does not support the Russian offensive, on behalf of the fight against extremism to justify the actions of the security forces against the opposition. Nearly 189,000 cameras monitor public space in Moscow, helping to install a general climate of fear where any divergence from the official Kremlin propaganda can have serious consequences.
