For 25 years, the European Union’s water protection has long rested on a single piece of legislation: the Water Framework Directive. But as the climate crisis intensifies and pollution mounts, the rules are beginning to shift. The European Commission is now advancing a so-called Water Resilience Strategy and weighing changes to the 2000 directive that would ease the way for industry. Environmental groups, meanwhile, are raising alarms, insisting that water must remain a resource unlike any other.
