Syria became a haven for European jihadist networks, following a model conceived in London in the 1990s. In 2014, ISIS emerged from the chaos to form a caliphate that attracted thousands of Europeans. Western partners tore down the ISIS network, but when it collapsed, Europe was left struggling with what to do with the caliphate's women and children.
