In eastern Ukraine, the town of Sieverodonetsk is under attack from the Russian army, to the point of being the country's next Mariupol. Yet the Ukrainian authorities refuse to force the inhabitants to evacuate the capital of the Luhansk region. 15,000 of them are still living in shelters, and many refuse to leave, despite the convoys that have been put in place.
