Up until the Ukraine war, Viktor Orban had a close relationship with Vladimir Putin: both wanted to put their countries first and they rejected Western values. Orban shapes Hungary's cultural policies based this vision of nationalism and his "illiberal democracy". The Liget Budapest, an ambitious and controversial project, is a prime example: this expensive expression of soft power is also an exercise in nation-building.
