When the number of inhabitants decreases in rural areas, regional governments cut back on serving those communities. But while people in the countryside are just as much taxpaying citizens as city dwellers are, they've seen their health care provision curbed, public transport slashed, and schools closed. It's the same story across France, Germany and Poland.
