Decision-making bodies

The ARTE Group is made up of three separate bodies: the Strasbourg based European Economic Interest Grouping ARTE GEIE, plus two member companies acting as editorial and programme production centres, ARTE France in Paris and ARTE Deutschland in Baden Baden.
These two companies currently provide three-quarters of ARTE’s programming in equal proportion, the remainder being provided by ARTE GEIE and the channel’s European partners.
The members are responsible for submitting programme proposals, which have to be approved by the Programme Committee and are subsequently broadcast from Strasbourg. They jointly finance and control headquarters operations in Strasbourg, while also representing the interests of French and German partners before ARTE GEIE’s decision-making bodies.


THE MANAGEMENT BOARD
The Management Board directs the channel’s operations and reports regularly to the General Assembly. It has four members: the Chairman, the Vice-Chairman, the Programme Director and the Administrative Director, each appointed for a four-year term of office. Representatives of ARTE France and ARTE Deutschland may be invited to attend extended meetings of the Management Board.

THE GENERAL ASSEMBLY
The General Assembly, which meets four times a year, makes fundamental decisions of strategic importance to the channel, approves the Business Plan and not only appoints members but also top managerial staff to ARTE G.E.I.E. The twelve delegates – six German and six French – represent the two members of the ARTE Group. The associate partners, RTBF, TVP, and ORF, have an advisory role.

PROGRAMME COMMITEE
The Programme Committee sets the channel’s editorial policy and drafts the programme agenda for submission to the General Assembly. The Assembly convenes once a month in the Strasbourg headquarters, studies members’ and headquarters’ proposals and decides which of these programmes will be screened on ARTE. The Programme Committee is chaired by the Director of Programmes and includes three further representatives from the headquarters in Strasbourg, two representatives each from the French and German members and, in an advisory capacity, a representative from each associate partner.

PROGRAMME ADVISORY COMMITTEE
The Advisory Programme Committee meets four times a year and advises the Management Board and the General Assembly on programming issues. Its members, eight from Germany and eight from France, are leading personalities from the cultural, scientific and political spheres. The associate partners participate in an advisory capacity.

PROGRAMM COMMITTEE OF ARTE DEUTSCHLAND
The Programme Committee of ARTE Deutschland meets four times a year: its members, representative of cultural life in Germany, advise the Board and the General Assembly on programming issues. Each ARD member station appoints a Programme Committee member, with the ZDF appointing an equal number of committee members. The chairman of the Programme Committee reports once a year to the General Assembly of ARTE Deutschland.
